In line with the “Digital Development Concept of the Republic of Azerbaijan,” approved by Decree No. 287 of the President of the Republic of Azerbaijan dated January 16, 2025, the Ministry of Digital Development and Transport (MDDT) conducted a diagnostic assessment of the digitalization level at the Ministry of Agriculture (MoA). This assessment aims to establish key performance indicator systems, digitalization diagnostics, and accelerated digitalization scenarios to monitor and evaluate digital development processes within government institutions. The results of the diagnostic assessment were presented at a meeting attended by Samir Mammadov, Deputy Minister of Digital Development and Transport, and Ilhama Gadimova, Deputy Minister of Agriculture.
The diagnostic assessment covered four key areas: strategy, services, technical and technological infrastructure, and operating models.
According to the results of the assessment, strategic documents encompassing digitalization initiatives have been prepared at the MoA and formalized as a unified strategic framework. The assessment also highlighted that a general awareness and culture of digitalization have been established within the Ministry.
The assessment results indicate that the digitalization of priority services has been successfully completed, while the digitalization of other services is still underway. Nearly 90% of the Ministry’s digital services have been integrated into the E-Government Information System, with 70–80% accessible to citizens via the “Yonca” mobile application.
The technical and technological assessment indicated that the Ministry’s main information system is the Electronic Agriculture Information System (EKTİS), and work has begun to integrate other information systems as subsystems within a unified EKTİS architecture. Within the framework of EKTİS and AI pilot projects, a data-driven decision-making process has been established. An action plan for AI and analytical capabilities has been developed, with various applications—including the Map of Plant Species, Soil Map, Plant Health Monitoring, and Crop Yield Forecasting—currently at the pilot stage. The Ministry provides open data to the public through the “Agro Data” platform and the Open Data Portal. In parallel, planning and preparatory work continues to ensure the full transition of information resources and systems to the Government Cloud.
The operational assessment revealed that MoA staff are provided with instructional documents to enhance their digital skills and knowledge. In addition, all necessary legal procedures are ensured before the development of digital services and information systems.
During the meeting, a three-year Digitalization Roadmap for 2025–2027 was approved. The Roadmap will contribute to ensuring digital resilience in the agricultural sector, expanding artificial intelligence projects, improving existing digital services, improving farmers’ access to digital solutions, building a professional team for digitalization, and developing information systems based on modern technologies.
