The Collegium of the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan has approved mandatory minimum requirements for the provision of parking spaces in the design and construction of residential and non-residential buildings.
The document establishes a unified regulatory approach to parking provision for residential, administrative, educational, healthcare, commercial, hotel, sports, cultural, industrial and other types of developments.
Under the decision, apartment buildings must provide at least one parking space per dwelling unit. For apartments with a total floor area of 180 square metres or more, the minimum requirement is set at 1.3 parking spaces per unit. In addition, at least 50% of the total number of parking spaces must be located in underground parking facilities. This approach is intended to reduce the amount of surface parking, enhance the quality of public spaces, and contribute to a more comfortable urban environment.
The document also reflects modern urban mobility principles. Non-residential buildings located within walking distance (up to 400 metres) of metro stations, tram stops, suburban railway stations and public transport interchanges may reduce the required number of parking spaces by up to 30%. This measure is designed to encourage the use of public transport and micromobility while promoting more efficient use of urban land.
Particular attention is given to the principles of inclusiveness and sustainable development. At least 5% of parking spaces must be reserved for vehicles used by persons with disabilities. In addition, developments providing 50 or more parking spaces must equip at least 5% of those spaces with the necessary infrastructure for charging electric vehicles.
The approved requirements are intended to improve the planning of parking facilities, promote more efficient use of urban land, and support the development of safer, more comfortable and sustainable urban environments.
